Abstract

Traffic congestion in global megacities represents a substantial barrier to economic vitality, and Beijing—as China's capital and a major economic hub-confronts a particularly acute challenge shaped by rapid motorization, an uneven road network, and deep-seated spatial imbalances between residential areas and employment centres. This paper explores the multifaceted economic impacts of traffic congestion in Beijing, focusing on the temporal dimension of peak and off-peak hours and the spatial scope of major arterial roads and auxiliary routes from 2020 to 2025. Drawing on a synthesis of existing literature, empirical data, and policy evaluations, the study examines both direct and indirect economic costs. Direct costs encompass productivity losses and commuting expenses borne by individuals, as well as disruptions to business operations and urban logistics. Indirect costs include environmental degradation driven by congestion-related emissions and a substantial public health burden, including increased mortality and healthcare expenditure associated with PM2.5 exposure. The paper further evaluates the economic implications of policy interventions ranging from command-and-control measures,such as driving restrictions and license plate lotteries-to market-based solutions like congestion pricing, and investments in public transportation and smart city technologies. The findings suggest that no single policy instrument provides a comprehensive remedy; rather, a holistic strategy combining behavioural metrics, dynamic road-space reallocation, and intelligent infrastructure management is essential. This paper concludes with evidence-based recommendations to foster a more sustainable, equitable, and economically efficient urban transportation system for Beijing.
